FPWA is an anti-poverty, policy, and advocacy nonprofit with a membership network of 170 human-services and faith-based organizations. FPWA has been a prominent force in New York City’s social services system for more than 100 years, advocating for fair public policies, and working to meet the needs of New Yorkers. FPWA reaches nearly 1.5 million New Yorkers each year.

FPWA’s work aims to address the historical, structural, and institutional inequities that continue to foster cycles of poverty and prevent low-income individuals and communities of color from moving up the economic ladder.

POSITION OVERVIEW

The Data and Evaluation Analyst provides critical supports and leadership in the development of FPWA’s data analytics and management and program and policy evaluation portfolios. The position requires rigorous data analysis to inform FPWA’s policy priorities at the national, state, and local levels and to further FPWA’s mission by assisting in the development and execution of a program design and evaluation model. The Data and Evaluation Analyst will perform high level program and planning analysis, research, and evaluation of demographic data, fiscal data, and programmatic data in the service of advancing FPWA’s public policy agenda. The Data and Evaluation Analyst will assist in ensuring the accuracy of all data maintained and collected across various FPWA systems.

ESSENTIAL FUNCTIONS

  • Lead quantitative and qualitative research and data analysis on a range of anti-poverty issue areas across national, state, and local policy, including but not limited to, federal/state/local fiscal policy, tax policy, income supports analysis, evaluation of various poverty measurements, and quantitative analysis involving demographic data
  • Analyzes data and provides critical insights, note trends and noteworthy data narratives relevant to FPWA policy and advocacy goals
  • Support and advise on design of program evaluation including experimental and quasi-experimental impact evaluations and mixed-methods implementation and outcome studies of FPWA initiatives
  • Determine appropriate data analysis framework and lens to support and enhance organizations policy and program initiatives, e.g., determining what data sets are publicly available, what methodology of analysis is appropriate for the organization’s goals, etc.
  • Conduct data and statistical research projects and analysis of legislative proposals, proposed budgets, pilot programs, and various other policy initiatives
  • Build and maintain data visualizations and dashboards
  • Develop forms, tools, and procedural guides to enhance data usage for non-technical audiences
  • Assist with delivering training and technical assistance services to various stakeholders on data and evaluation as needed
  • Collaborate with program and policy team and communications staff to promote findings and strengthen program and policy work via infographics, social media, etc.

REQUIREMENTS

  • Graduate degree in Public Policy, Policy Analysis, Computer Science, or a related social or physical science field
  • Minimum of five years of related experience working in, government, community-based organization, faith-based organization, a public policy organization, an advocacy organization, or a related environment
  • Strong quantitative analysis skill and the ability to work with large data sets using spreadsheets (Excel), interactive data visualization (e.g., Tableau Public), and statistical analysis software (Stata, R, etc.)
  • Familiarity with using publicly available data sets
  • Experience or knowledge of geospatial analysis methods and GIS software is a plus
  • Demonstrated knowledge of and experience with technical aspects of analytics, including geospatial analysis, data science and statistical methodologies, data management, analytical and data visualization software tools and coding languages
  • Exceptional written and oral communications skills, with experience breaking down complex concepts – dense legislative language, budget statements, or demographic data – for use by a lay audience and policymakers
  • Ability to think critically and creatively about data usage in a policy setting
  • Proactive project management and organizational skills with strong attention to detail; experienced in managing multiple tasks simultaneously to successful completion
  • Deep commitment to social justice, policy advocacy and research; understanding of the needs of the communities that FPWA serves
  • Strategic, tactful, self-aware, and authentic leader; competent relationship manager and influencer of internal and external stakeholders
  • Experience supervising staff preferred, but not required
  • Team oriented and comfortable being a sole contributor

WORK ENVIRONMENT

As part of building a culture where employs can do their best work, FPWA currently employs a hybrid model. Employees are in-office twice per week and senior leadership is in-office three times per week. We observe a company-wide remote day on Fridays.

Work performed by this role is expected to happen in or near New York, NY given FPWA’s work policies and practices.

This job operates in a professional office environment. This role routinely uses standard office equipment.
