Position Summary: 

The Children’s Aid Food and Nutrition program is a healthy food access and food education initiative for children, from early childhood through adolescence, and their families, which includes hands-on cooking, healthy and local food access, nutrition education, gardening, food justice and scratch-cooked institutional meal service. The Budget and Performance Manager of Food and Nutrition programs will report to the Director of Food and Nutrition Programs in the Division of Health and Wellness. The individual is responsible for developing and managing various tracking and reporting systems for the program, including tracking program outcomes, managing data entry systems and creating data reports for funders. The Budget and Performance Manager will help lead program monitoring and evaluation activities and lead SNAP-Ed staff trainings on evaluation and data reporting. In addition, the Budget and Performance Manager will oversee the financial and budget management for the SNAP-Ed and food box programs in close coordination with the Assistant Director and Director of Food and Nutrition Programs as well as the Go!Healthy fiscal team and Health and Wellness budget team.The Budget and Performance Manager will be responsible for management of funding sources under the SNAP-Ed scope of work, including institutional, private, public, and fee for service income streams that are external to New York State OTDA funding yet support the nutrition education and food box programs.

Responsibilities: 

Budget Oversight and Management (50%)

  • Build and maintain program expense database for tracking expenses according to budgets. Submit reports to program leadership.
  • Track budgets for SNAP-Ed and funding directly related to program function (specifically through food box program)
  • Prepare and submit quarterly vouchers for reimbursement for SNAP-Ed expenditures
  • Prepare and submit invoices and/or vouchers for directly related grants outside of SNAP-Ed. Manage Health Bucks and related SNAP voucher/produce incentive tracking and reimbursement. Prepare documentation and coordinate with Fiscal staff as needed for on time submission.
  • Manage spending and reporting for several grants that include program-specific federal and state regulations, including food box revenue and vouchers 
  • Pay and track invoices, communicate with vendors. Coordinate and troubleshoot with CA Fiscal around reconciliation
  • Manage petty cash account and report submission for SNAP-Ed
  • Handle purchase card spending and account reconciliation for self and SNAP-Ed team
  • Assist in program supplies, promotional materials, Go!Healthy’s technology equipment inventory management and stock replenishment. Communicate with vendors for execution.

Program Evaluation/Performance analysis (30%)

  • Manage implementation of program evaluation in accordance with SNAP-Ed requirements and in coordination with the Office of Performance Management as appropriate.
  • Create tracking mechanisms for program outcomes of food box and nutrition education.
  • Manage program outcome data for funders (government, private, etc.)
  • Create reports on program data for funders and Children’s Aid.
  • Manage/oversee all data entry for PEARS (Program Evaluation And Reporting System) software, generate reports for funders on a quarterly basis.
  • Lead implementation of program monitoring and evaluation activities, including all data entry for program.
  • Track and monitor program reporting schedule and deadlines.
  • Conduct site visits for SNAP-Ed locations.

Program Management (20%)

  • Supervise direct reports. Responsible for overseeing onboarding, training, ongoing management, and inactivation of direct reports.
  • Develop and lead trainings on data management and evaluation tools with SNAP-Ed staff.
  • Assist with tracking and reporting for staff time.
  • Assist with developing and implementing program policies and procedures, specifically related to tracking, appropriate handling of cash and income, and data entry.
  • Comply with all privacy laws including HIPAA, etc., and assist in keeping SNAP-Ed staff in compliance.
  • Additional job-related duties as relevant to support the Go!Healthy program and Children’s Aid mission.

Qualifications: 

  • Bachelor’s degree and 4+ years’ experience with data and evaluation systems
  • Experience with budget/financial/statistical tracking and analysis. Food box/farmers markets sales and accounting experience preferred. Experience with food education and access programing a plus; ability to understand on the ground work and program staff needs required.
  • Experience managing databases and creating custom tracking tools for public, private, fee for service and institutional funding sources.
  • Proven success managing fiscal and evaluation projects and submitting reports to funders on a timely basis.
  • Intermediate level accounting skillset. Experience with accounts receivable/payable and reconciliations.
  • Ability to develop and lead trainings for team members
  • Excellent organizational, detail oriented and time management skills
  • Strong communication skills; written and verbal. Ability to liaise with both program and fiscal staff.
  • Experience and proficiency working with Microsoft Office software, especially Excel (pivot tables and other advanced excel functions), Outlook, and Publisher. 
  • Experience maintaining records for sensitive documents, financial or otherwise
  • Proficiency/Fluency in Spanish preferred
