NATURE OF WORK

The Senior Project Manager is responsible for the development of all CHDC’s affordable housing and community development projects. Duties include coordinating all development activities with the appropriate architects, consultants, contractors, joint venture partners, and government agencies. It also includes preparing development cost and operating cost projections and proformas and identifying sources of capital funding, including lenders, tax credit opportunities, investors, and other sources. Current CHDC projects range from 10 to 100+ units and include both substantial rehabilitation and new construction.

The Senior Project Manager also manages and coordinates with other CHDC departments on capital improvement projects within the CHDC portfolio including Local Law compliance, apartment renovations, HVAC upgrades, electric and plumbing upgrades, façade repairs, and roof repairs or replacements.

RESPONSIBILITIES

· Development phase:

1. Create project descriptions and narrative.

2. Work with the CHDC development department and external consultants to prepare site feasibility, zoning analyses, and existing conditions reports.

3. Engage and oversee project consultants including owner’s reps, architects, engineers, surveyors, inspection firms, and other specialty consultants to review and coordinate site inspections, project scope/program development, design development and construction documents

4. Prepare project operating & development budgets.

5. Identify sources of funding and develop an underwriting plan & strategy for each project. Prepare applications, submit backup data, answer questions and review & recommend funding agreements.

6. Work with government agencies and lenders to obtain regulatory and financing approval.

7. Represent organization and present project during public approval process.

8. Organize, manage, and direct the procurement/bidding process for general contractor and/or construction manager, and prepare all necessary contracts.

9. Coordinate with CHDC development team & consultants, project attorneys and lenders/funders to prepare, collect and organize all closing documents.

10. Manage project closings.

· Construction phase:

1. Prepare agenda, minutes, and chair project construction meetings

2. Assure that CHDC meets ongoing financial reporting requirements during the construction process

3. Supervise design & construction.

4. Provide direction, identify barriers, and propose solutions to financial and construction issues.

5. Arrange for any required approvals by financing entities of contractor requisitions & invoices and obtain payment or drawdown from lenders.

6. Monitor anticipated project costs, including approved & potential change orders, and identify and communicate any developing problems

7. Monitor work progress to assure that any schedule milestones are met and communicate progress to all stakeholders

· Close out phase:

1. Obtain temporary and final certificate of occupancy and sign offs and to assure that there are no barriers to obtaining a temporary & final certificate of occupancy.

2. Work with City agencies to secure appropriate real estate tax exemption certificate.

3. Close-out all construction and consultant contracts, including making final payments, getting waivers of lien, and closing out all open permits.

4. For each project, create a searchable file of all final project documents

5. Work with CHDC financial, asset management and operations staff on transition from construction to building operation including the orderly turnover of operating manuals, warranties, and maintenance contracts, and appropriate staff training.

MINIMUM QUALIFICATIONS

Education and Experience

· Bachelor’s degree in a relevant field and a minimum of 4 years related work experience required or a master’s degree in a relevant field and a minimum of 2 years related work experience.

· Knowledge of affordable housing and community development is preferred

· Prior experience in financial oversight of projects from pre-development through construction

Knowledge, Abilities, and Skills

· Must be a self-starter with drive to take projects to completion

· Must have excellent organization and communication skills with the ability to manage an entire portfolio of projects concurrently

· Must be comfortable in presenting to a group as well as in a one-on-one office setting

· Computer literacy required, including MS Word, Excel and other financial services programs

SALARY RANGE

$70,000 – $80,000
