Overview

Columbia Global (CG) is a groundbreaking new initiative that aims to establish a unifying and strategic platform to promote and facilitate impactful engagement of the University’s faculty, students, and alumni with the world, to enhance understanding, address global challenges, and advance knowledge and its exchange. Columbia Global aligns some of the University’s key global initiatives, including Columbia World Projects, the Global Centers, and the Institute for Ideas and Imagination. Looking ahead, there will be opportunities to include other global initiatives under its umbrella to support and expand the University’s global activities and presence.

Columbia Global seeks a Director of Monitoring, Evaluation and Learning (MEL) to develop and implement frameworks and tools to systemically monitor and evaluate strategic and organizational initiatives as well as domestic and international programming in support of continuous learning and improvement. Reporting to the Chief Operating Officer, the MEL Director will guide resource allocation, participate in strategy development, implement adaptive management interventions, and ensure short- and long-term priorities are supported and complemented by data and best practices.

Responsibilities

  • Develops, leads and manages CG’s monitoring systems, knowledge management processes, and internal and external evaluations;
  • Designs MEL policy and multi-year strategies that demonstrate evidence of organizational, strategic and programmatic impact across CG;
  • Leads evaluations and MEL projects while ensuring overall delivery of the activity, including oversight of the team, adherence to workplans, reporting, coordination with partners and stakeholder communications, etc.;
  • Provides MEL leadership, support, and expertise to a portfolio of projects which may include remote and on-site design, analysis, technical assistance, training, reporting, and collaboration with partners to ensure the highest technical standards are met in CG programming;
  • Actively identifies and engages with relevant thought leadership and communities of practice; leads learning and/or coordinates activities, technical contributions, and presentations;
  • Generates knowledge products for internal use and for external dissemination that contribute to CG’s strategy and thought leadership;
  • Develops MEL guidance documents, case studies, learning materials, and reports (data and narrative);
  • Provides guidance, supervision and management to MEL staff and technical mentoring and support to other CG staff and partners;
  • Supports communications and business development efforts, including contributing to relevant strategy development and execution such as proposal development, data analysis, infographic creation, updating of communications materials (e.g., project website, social media posts, etc.), developing technical components of publications, and development of discreet outreach materials;
  • Represents CG to internal and external stakeholders including advisory councils regarding issues related to monitoring, evaluation, knowledge management and learning;
  • Travels (domestically and internationally) to project sites up to 25% of time to provide onsite MEL technical support, supervision and mentoring;
  • Other duties as assigned.

Minimum Qualifications

Bachelor’s degree required with 7-9 years of monitoring and evaluation, biostatistics, statistics, or related experience required.

Preferred Qualifications

  • 10+ years’ experience and demonstrable skills in monitoring, evaluation, research efforts, and project management with at least five years’ experience in a management position;
  • Advanced degree in M&E, biostatistics, statistics, international development or related field strongly desirable;
  • Experience producing MEL plans, theories of change, logic models, surveys and M&E and other frameworks;
  • Skills and experience working in recognized data platforms (Excel, SPSS, R, etc.) as well as software as a service (SaaS) platform (Activity Inf, Dev Results, TolaData, etc.);
  • Proven ability to organize, interpret and effectively communicate findings and impact from complex data analyses to a variety of audiences;
  • Experience working internationally including resource-limited countries and the global south;
  • Experience and expertise analyzing data using quantitative, qualitative, and mixed methods as well as data analytics, data visualization and manipulation of data sets.
