Senior Management Specialist (Budget Specialist)

The New York City School Construction Authority (SCA) is the organization responsible for designing and building new public schools and managing the design, construction, and renovation of capital improvement projects in New York City’s more than 1200 school buildings. The SCA is dedicated to building and modernizing schools in a responsible, cost-effective manner while achieving the highest standards of excellence, safety, quality, and integrity.

We have an excellent opportunity for a Senior Management Specialist – Budget Specialist who is responsible for conducting and coordinating management, operational, and financial analyses.

Responsibilities:

Develop, analyze, and monitor capital budgets. Create and adjust budgets in the financial system. Perform analysis of financial data. Prepare financial reports on an as needed basis. Develop methodology, analytical models, prepare analysis and reports in an accurate, timely and clear presentation format. Monitor funding status, source and use of funds Authority wide. Work closely with Capital Planning and internal Finance Reporting Groups.

Review and analysis of cost estimates. Accurate determination of cost forecasts. Follow-up with different SCA divisions or NYC Office of Management & Budget (OMB) as needed. Create and maintain projects in the Project Tracking System (PTS). Prepare formal analytical reports for, such as; sophisticated analyses of vendor information, scheduling data, financial analyses, metrics, and information for management and regulatory reports. Participate in recommending changes to and/or new policies and procedures. Coordinate departmental and/or Authority-wide special projects.

Minimum Qualifications: Baccalaureate degree plus three (3) years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.

Weighted consideration will be given to candidates with: A thorough understanding of developing, analyzing, and monitoring of budgets. An MBA/MPA. Strong Excel and reporting skills.

Salary Range: $79,942.00 – $125,000.00
